Non-partisan charter

Adopted {date} by the Election Integrity Observatory. Binding on all staff, volunteers, and contractors.

  1. Purpose. The observatory exists to help the public and the press see the information environment around Kenya’s 2027 General Election clearly. It serves no candidate, party, coalition, or government body.
  2. No political clients. We do not accept funding, contracts, data, or in-kind support from any campaign, party, candidate, or entity acting on their behalf. Funding sources are published.
  3. Equal scrutiny. Methods are applied identically regardless of who benefits from a finding. We publish baselines showing legitimate political speech across sides.
  4. Evidence before opinion. We publish what the evidence supports, with confidence levels and limitations. We do not speculate on motive in public.
  5. Right of reply. Named organisations receive findings before publication and their responses are recorded.
  6. Personal conduct. Staff and volunteers do not campaign, donate to campaigns, or publicly endorse candidates for the duration of their engagement. Conflicts of interest are declared in writing.
  7. Safety and law. We comply with the Data Protection Act 2019, the Computer Misuse and Cybercrimes Act, and applicable election law. We do not obtain data by deception or unauthorised access. We protect sources and staff.
  8. Review board. Two working journalists and one academic, named publicly, review methodology and a sample of outputs each quarter and publish notes. They may require corrections.
  9. Corrections. We correct errors openly and promptly.
  10. Withdrawal. If independence cannot be maintained, the observatory pauses publication and says why.
